It is now proven that the genocide in Rwanda was meticulously planned. The German embassy in Kigali also had knowledge of the pogroms and massacres at the time. Contemporary witnesses accuse Germany of ignorance, disinterest and inaction.
As early as 1993, Hutsi militias roamed the capital Kigali, blocking roads and attacking Tutsis. According to existing files, the German embassy played this down. In a letter to the Federal Foreign Office, it wrote of “youthful party supporters”. Other countries reacted, including Canada, which cut development aid funding as early as 1992.
There is still no independent investigation into the behaviour at that time.
